[:nl]Mercatus is een middelgrote woningcorporatie die midden in de maatschappij staat. In Emmeloord en in de tien dorpen van de Noordoostpolder wonen ongeveer 5.000 mensen in een woning van Mercatus.
Bart Ledegang kwam weer aankloppen. Thanks Bart! Ik mocht lekker creatief aan de slag en samen kwamen we tot deze vorm — met veel stock materiaal en ter plekke geschoten beelden — om in animatie uit te leggen hoe het huurprijsbeleid van Mercatus eruit ziet.
Ik heb zelfs nog wat gespeeld met de Element 3D plugin van Videocopilot voor After Effects om een en andere in 3D op te levendigen.
Ik maakte twee Mercatus animaties. Deze gaat dus over huurprijsbeleid.

HUURPRIJSBELEID
De huurwoningen van Mercatus verschillen van elkaar.
Dat de bewoner van deze woning meer huur betaalt dan de huurder van deze woning is duidelijk.
Maar dat het gezin in deze woning ook meer betaalt dan de bewoner van dit pand,
dát ligt minder voor de hand. Hoe kan dat?
Laten we voorop stellen dat de huurprijs die u betaalt vooral wordt bepaald door de overheid.
Het Woning Waardering Stelsel is namelijk door de overheid in het leven geroepen om de kwaliteit van uw woning te vertalen naar een huurprijs.
De hoogte van de huur die u betaalt, heeft alles te maken met de kwaliteit van uw woning.
Is uw woning goed geïsoleerd, bijvoorbeeld met Energielabel A?
Dan krijgt u 36 punten.
Een woning met Energielabel G krijgt hiervoor geen punten.
En zo zijn er punten voor het aantal kamers, het aantal ramen, de grootte van het huis en hoe het verwarmd wordt.
De puntentelling staat vast en wordt vertaald in geld.
Eén punt is ongeveer 5 euro waard.
Uw maximale huurprijs is dus het aantal punten x 5 euro.
Mercatus vraagt gelukkig bijna nooit de volle 100% huurprijs aan u.
Dat gebeurt om de lasten voor de doelgroep die in aanmerking komt voor een sociale huurwoning zo laag mogelijk te houden.
Daarnaast heeft u natuurlijk te maken met de jaarlijkse huurverhoging.
De overheid bepaalt ook hierbij hoeveel de huur mag worden verhoogd.
Goed om te weten: Mercatus heeft de laagste huren in heel Flevoland!
Als een huurder verhuist wordt de huurprijs weer opnieuw vastgesteld.
Het kan zijn dat het huis tussentijds is aangepast.
Misschien is er een nieuwe dakkapel geplaatst of een berging.
Daar is de kwaliteit van de woning natuurlijk wel beter door geworden,
en dus gaat ook de huur omhoog,
maar altijd volgens het puntenstelsel.
Kijk eens naar meneer de Wit.
Hij woont al veertig jaar met veel plezier in dezelfde woning.
In al die jaren heeft hij alleen de jaarlijkse huurverhoging gekregen.
En nauwelijks grote aanpassingen.
Logisch dat hij dus minder huur betaalt dan het jonge stel van Van der Veen dat pas een jaartje bij ons huurt.
Alle huurders zijn ons even dierbaar.
Alhoewel we sommigen wat extra helpen.
Voor jongeren houden we bijvoorbeeld ook de huurprijs van een aantal woningen met opzet laag op maximaal €450 euro.
En ze krijgen korting als ze jonger dan 23 jaar zijn, zodat ze altijd een beroep op huurtoeslag kunnen doen.
Als uw huur te hoog is in verhouding tot uw inkomen, kunt u ook in aanmerking komen voor huurtoeslag.

Kortom: wat voor het oog zo moeilijk te verklaren is, is eigenlijk heel eenvoudig. En eerlijk.

Mercatus is a medium sized housing corporation firmly grounded in society. In Emmeloord and in the ten villages of the Noordoostpolder approximately 5,000 people live in a house of Mercatus.

RENTAL PRICE POLICY
The rental houses of agency Mercatus differ.
That the tenant of this house pays more rent than the tenant of this property is obvious.
But that the family in this house also pays more than the tenant of this property,
that is less obvious. How can that be?
For starters, the price you pay is primarily determined by the government.
The Housing Evaluation System was in fact created by the government to translate the quality of your home into a rental price.
The amount of rent you pay, has everything to do with the quality of your home.
for example with Energy Label A?
Then you get 36 points.
A house with Energy Label G gets no points.
Thus there are points for the number of rooms, number of windows, the size of the house, and how it is heated.
The scoring is fixed and is translated into money.
One point is worth about 5 euros.
Your maximum rental price is the number of points times 5 euros.
Fortunately, Mercatus hardly ever asks you for 100% of the rent.
This is done to keep expenses for the target group eligible for social housing as low as possible.
You’ll also have to deal with the annual rent increase.
The government again determines how much the rent may increase.
Good to know: Mercatus has the lowest rent throughout Flevoland!
When a tenant moves, the rent is re-established.
It may be that the house has been changed in the interim.
Maybe a new dormer or a storage room.
That improved the quality of the home, of course,
and therefore the rent goes up,
but always according to the point system.
Look at Mr. White.
He’s been living happily in the same house for forty years.
In all these years he has only received the annual rent increase,
and hardly any major adjustments.
So obviously he pays less rent than the young Van der Veen couple
who have only been renting from us for a year.
All tenants are equally dear to us.
Although we provide some with extra help.
For young people, we also keep the rent deliberately low for a number of houses,
at a maximum of 450 euros.
And they get a discount at ages below 23 years, so they can always rely on housing benefit.
